Windows 7 won't shut down.

I have two identical Toshiba laptops. Both have been upgraded to Windows 7. One will not shut down. It hangs up in the blue shutting down screen. I can't identify the program that seems to be hanging up the shut down. HELP!

Do you happen to use any registry programs? Fixers, cleaners, defragmenters, whatever.
