It appears there is a registry setting to move menus and such left and right. So far it looks like malware damage or registry damage from those rather horrible registry cleaners.
Not all apps obey this so that's why some apps are fine.

Hi everyone:
I have an issue with my PC and I can't seem to figure this out. I'm running Windows 7, and recently, the right click context menus and Windows Title bars have been "reversed". Specifically, with Windows Title bars, the Close, Minimize, and Maximize buttons are on the left side, and with the Right Click context menus, they open on the left side as well.
I've tried looking for tablet settings (just seeing some posts) and playing with the Graphics card settings (NVidia GForce 8400) to no avail.
Additionally, it seems to be selective on various Windows. For example, browsers and some other windows appear just fine.
Am I missing something?
