Question

Windows 7 Stretched Screen

I am running Windows 7 on a Dell XPS with NVIDIA Geforce 310 card.
Everything was fine until I ran the last update from Microsoft. When i restarted the computer the display is stretched horizontally so that circles look like ellipses.
Going to screen resolution doesn't solve the problem.
I tried doing a system restore but that doesn't work either.

Sounds like the video driver choice (by Microsoft)

Was incorrect. Your issue touches on something that has caused a lot of work for many people yet DRIVERS are not Microsoft responsibility. They provide the OS and BASIC DRIVERS which can infuriate those that learn of this now (as in now now).

If this was mine I'd go get GeForce Experience from Nvidia.com and jump through the hoops of registering, installation and use the Drivers it suggests.

I recall one more thing. In some odd case the monitor in use (remember the XPS has both laptop and desktop versions so I can't tell what PC this is) needed a monitor driver. Otherwise you could not set the video mode in the control panel normally. There are other ways but I found folk getting lost on that.

Since he has Windows 7, searching for Windows 10 drivers isn't a good idea.
Using the service tag to get the latest Dell supported video driver (and possibly other software as in your "third idea" seems much better.

If Geforce doesn't fix it , MS surely won't 
Things are going to start getting complicated Win 7 users as fixes become harder to find.....

Now this is weird.
I went to Programs and Features, then View Installed Updates.
Nothing in 2020!
So then i went to System Restore and there they were--two Critical Updates 1/26/20.
Then i tried System Restore one more time, prior to those Critical Updates and voila! the computer is back to normal.
I will NEVER update my Windows 7 again.
