Since it's two posts I'm going with it's not the same PC. In this case you need to call it a banged up OS. Try Grif's scans before you reload the broken OS.

I have a Dell Inspiron 15 3000 series laptop which suddenly won't shut down; restart; or allow me to log off. The laptop isn't a year old yet. The only way I can shut it down right now is to push the power button on the computer.
I just did a Windows Update and was prompted to restart the computer. When I clicked on the restart button nothing happened. I have not downloaded or installed any new programs since this problem started about a week ago.
