Windows 7 Firewall Not Working-Can't Fix or Use Another

My Windows 7 firewall on my Dell Inspiron 620 stopped working and I can't reset it automatically or manually. Until this is resolved i tried to install another Firewall, Zone Alarm but something is blocking it.

Windows Firewall will not activate either Automatically or Manually. I ran rKill and Super Antispywear right after it, and then Malwarebytes without rebooting. This is on a User Name that does have Administrator status. I had the following msg show up...Error Opening Windows Firewall with Advanced Security Snap-In. Error Code 0x6D9. In addition, when using the Windows Firewall Troubleshooter, I have two red X's stating that the Firewall could not be opened. Clicking the Use Recommended Settings 'button' had no affect. The operation timed out.

I tried Resetting Defaults, it did not activate the Firewall and actually caused some new problems which I have almost finished addressing.

I tried typing cmd and entering the the data, but after I clicked ENTER, it said install had FAILED.

In Control Panel\Devices and Printers\the PC Icon has a TRIANGLE ! on it. The detail says that the Teredo Tunneling Adapter has a driver problem. I have Drivers and Updates set to auto update. Also showing a PnP devices problem.

I see that on the Microsoft help site, with regard to fixing the Teredo Tunneling Adapter there is a suggestion to change HKEY_LOCAL_MACHINE\SYSTEM\CURRENTCONTROLSET\SERVICES\TCPIP6\PARAMETERS by clicking Disabled Componets and select edit to Set the DWord value to 0 from the current 'ff'. I know how to do this, I'm just not sure that it is a good idea.
Of course my primary poblem of having no Firewall remains and I am very concerned about using my computer without one! Thank you.

I am using an ADMIN account and i have tried System Restore using two different dates. Neither worked. I have been running rKill, SuperAntiSpyware and Malwarebytes. Only error showing other than the Firewall not working is a broken signature on a Dell file, which is not a problem.

Should I try changing the value in TCPIP6 as recommended by Microsoft? Also the Teredo Tunneling Adapter Driver has a problem, according to the warning in Devices and Printers.

But there are many reasons for this to break. SR fails when there are certain antivirus installed and I have never bothered fixing a Teredo issue.

Can you give any clues how it became broken?

I did recently run Advanced System Care in an optmized mode, which was suggested in an ASC window that noted that this type of scan had not been done.

I ran sfc/scannow and i got a result that Windows Resource Protection did not find any integritr violations. I am looking into whether or not I can run Windows 7 Install as a REPAIR from my original disc. I want to avoid wiping out all my programs, settings , etc which would be a big reinstall job. I have my files backed-up on iDrive.com and I could backup to my external drive also. BUT, I hate to have to do that. Of course i don't want to continue without knowing that my Firewall is working!

I put the shotgun away and started to think! I finally ran into some luck! Since I had Windows to a point where the scans showed no problems, i went back to one of my earlier efforts....installing a Firewall other than Windows. I was able to install Zone Alarm's Firewall. The Security Action Center info shows OK or ON for everything without any exceptions. I will do a backup under Security to my Segate external drive. I really appreciate every ones help!!! Mike
