Windows 7 display not in HD anymore

I just finished building my new pc today and had eerything working great. Currently I'm using a 19" LED tv, 720p and a Radeon HD7950. The display was in HD the whole time I installed programs and got my settings worked. The computer has windows 7 ultimate installed and needed a few updates (159 actually). I shut off and installed the updates. Upon starting it up again, the display was no longer in HD. It looks like an old VGA monitor with color problems. I checked the resolution settings, and they're still good. I tried playing with the HDMI cable, no doing. Tried playing around with other graphics settings and nothing worked there. Any ideas or assistance? Thanks a lot.

Did any of the updates include new video drivers?

If so, get into the device manager and roll back the video drivers.

I updated the drivers after to see if that would do anything, which it didn't. I thought maybe that was the problem, so I uninstalled the driver and re-installed them via my GPU's driver disk. This put the drivers where they were when it was still displaying in HD, but it didn't do anything.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
