windows 7 boot issues

windows 7 will boot to the background but has no taskbar nor desktop icons, when previously the taskbar and desktop icons was there, its just a background screen. You can right click and change settings, but still no taskbar/desktop icons.....What is the problem?

There are 2 settings involved

first right click on the background then move the mouse pointer to the line saying view, a sub menu will open and down at the last but one entry is 'show desktop icons' is it ticked, if not tick it, this should make the icons appear.
Next move the mouse pointer to the bottom edge of the screen till it disappears, the taskbar should pop up into view, if it does then you have auto hide the taskbar set and to unset it, right click the now visible start button(Orb) in the bottom left corner and choose properties. on the taskbar tab click to deselect the 'auto hide the taskbar' setting.
