Need someone quite knowledgeable in W update solutions because I have tried everything I can find on this problem .. MANY fixits, uninstallations, reinstallations etc.
W update keeps telling me updates that are available where the history says they are already installed, but Control Panel 'uninstall a program' does not show 'em installed. Soooo, I install 'em ... then later, they are back to be installed again.
Fixits though I have tried many, don't seem to help. I will be happy to try them again though. Uninstalling Silverlight ... then update, then install Silverlight directly ... no fix (another 'solution' I found and tried).
I have some hidden .. the reason being don't want W10 yet .. or the aggravating notification .. so I hide KB3035583 and KB2976978 and KB2952664 based on several tips I found on the 'net. This MAY have something to do with the problem .. .I don't know, but even THEY come back as available .. though hidden ... or sometimes, NOT hidden.
Virus scans show no problems. At the moment, I have WU completely turned off .. to prevent W10 from getting on this machine.
Any insightful help is appreciated in advance.

have to keep hiding KB3035583 . I had a Windows Update notification today for 2 Important updates , 1 for Defender and the other KB3035583 which I have hidden several times. Using Win 7 Pro
