I mean it. When I go fishing for an answer, I sometimes need to check what I'm tossing into the search.

For instance if I http://groups.google.com/groups?&q=%22Applying+Security+Settings%22 then I read many reasons this occurs.

The NASTIEST reason I'm finding is companies that STANDARDIZE on some Service Pack like 3 or 4 and haven't applied the patches past that in defense of NACHI or other worms. Only when they get hooked by these worms do they begin to consider it's time to apply the latest patches.

You do realize that just last week another vulnerability was patched on Windows 2000? I no longer consider such OPTIONAL since the worm writers now get exploit code to exploit the hole. It's a race to see if you can keep it secure.
