I mean it. When I go fishing for an answer, I sometimes need to check what I'm tossing into the search.
For instance if I http://groups.google.com/groups?&q=%22Applying+Security+Settings%22 then I read many reasons this occurs.
The NASTIEST reason I'm finding is companies that STANDARDIZE on some Service Pack like 3 or 4 and haven't applied the patches past that in defense of NACHI or other worms. Only when they get hooked by these worms do they begin to consider it's time to apply the latest patches.
You do realize that just last week another vulnerability was patched on Windows 2000? I no longer consider such OPTIONAL since the worm writers now get exploit code to exploit the hole. It's a race to see if you can keep it secure.

I'm having a problem on my domain where it takes a user 10 min. to logon to the domain. Not all users are having this problem, but it is spreading to other users slowly. The part that it gets stuck on is "Applying Security Settings".
