You mean you just now updated from Windows 7 or Windows 8.1 to Windows 10? Can you tell how you did it and if there were any unexpected things?

If the specs of your PC are as mentioned in http://www.cnet.com/products/hp-compaq-business-dc7700-core-2-duo-2ghz-1gb-ram-80gb-hdd-vista-business/specs/ I have my doubts:
- there's no free update from Windows Vista to Windows 10
- 1 GB RAM and 80 GB hard disk might be not enough

The likely outcome of this thread might very well be you have to go back to factory conditions on this Windows Vista PC and buy a new PC with Windows 10, if you're not happy anymore with Vista.

But first please tell more.

Since HP does not provide support for w10 on that machine it might not have been a good choice to upgrade.

Give some thought to going back to a supported version.

Even if you get today's problem fixed the next update msft sends you may break the machine again.

This finally happened to me.

I was able to recover by creating a new user account. Since that's on the web I'll pause here.

Except to write your PC skills will be put to the test. Sorry I have no step by step here.

Re: not able to access settings

That's not necessary:
1. First boot into the Advanced Startup Options. See http://www.tenforums.com/tutorials/2294-advanced-startup-options-boot-windows-10-a.html
2. Then go to the command prompt
3. Then make the new admin user. See http://superuser.com/questions/515175/create-admin-user-from-command-line

Or - if you're sure it's related to a Windows update: use System Restore from the advanced startup options screen to go back to before that Windows update. Which one was it, that was so harmful for you?

Here I was able to press control+alt+delete
Jun 23, 2016 7:14AM PDT

And Task Manager was in the list of options so I used that. Task Manager has a feature under File called Run New Task. I ran Control and was able to create a new user and more.

Easy fix:
Jul 5, 2016 3:55PM PDT

This has happened to me before, and here's how you fix it! Make sure you are logged into Windows before you try this.

1) Press "Ctrl + Alt + Del" at the same time on your keyboard
2) Click on the arrow labeled "Start Task Manager"
3) You will see a window with many words and numbers, don't worry about this! Simply click "File" at the top left of the window
4) Click "New Task (Run...)"
5) In the new window, type "explorer.exe" (without the quotation marks) and click "OK"

If done correctly, your start button and sound should come back! If you got an error like "Windows cannot find..." follow steps 4 and 5 again, make sure there are NO quotation marks when you type explorer.exe.

Good luck!
