windows 10 - slow boot up and many flashing windows

For the past month Windows 10 has been very slow to boot up. As it boots up a lot of small windows flash on and off the screen. I clicked on them in an attempt to bring them up to see what they were but I could not do so... Has anyone else had this problem? What are all the small windows and how can I speed up boot up?

8/4/18 More info: I have 64 bit windows... it appears the issues I am experiencing are associated with Intel Security Assist (32 bit). I see a huge number of ise.exe actions running in task manager. I have tried disabling Intel Security Assist (32 bit) in start-up and that hasn't helped. I did a search on Intel Security Assist (32 bit) and most articles say it can be deleted. When I try to delete the program in add/remove apps, the action hangs up and won't complete. Any suggestions?

Reset Windows and see if it is solved.

Upadate your operating system.

You can look for updates of Windows 10 which may be helpful to improve the booting. For this, you can try these steps.
Open Windows Settings >> Updates & security >> Window Update.
Click on Check for updates tab.
Maybe, this will help to fix bugs of slow bootup.
