monitor set to 75hz and freesync (i recently changed monitor so it's the first time i'm using freesync) monitor drivers ARE installed. i always power off the monitor even if the windows sleep mode for the monitor is enabled
i still not sure when this happens, but, i saw it always after a period of not touching the computer. when in use no problems.

my whole screen is blinking black for a second, then returning on, but with another second of input lag, i can easily see it trying to moving the mouse (it will not move for a second) then the monitor stays on for 3/4 seconds and goes back to black again, and the loop continues.

if i try to change resolution or refresh rate, the monitor flashes green instead of black unplugging the cable wont do a thing, only rebooting will resolve the issue... for a while. it usually happens after 30/40 mins of idle. hdmi connection.

the only change "i made" to the pc righr before the issue appeared is a windows update

i tried:

uninstalling radeon video drivers with guru ddu in safe mode, then reinstall the non beta version (i had the beta)
uninstalling radeon video drivers with amd clean uninstall utility, then reinstall the stable version (after this i could did not see the problem after a whole night of idle, then again the blinking)
tried changing monitor sleep from 10 mins to never sleep.
disabled hdd sleep in power saving mode
disabled two error windows reporting services from msconfig (also got speechruntime.exe error)
reenabled them
uninstalling the security patches installed right before i noticed the problem (here something wierd happened, at reboot the monitor osd shows up a message of unsupported resolution, but it just starts as normal..)
reinstalled updates
chenged hdmi cable (i cannot connect via vga, the only other port the display has)
disabled c-state from uefi
reenabled c-state
sfc /scannnow
DISM.exe /Online /Cleanup-image /Restorehealth
disabled chrome automatically running in background
disabled xmp ram profile from uefi
uninstalled live update 6, nahimic and killer lan
the problem keeps coming back after 30/40 mins or less.

but after the last 3 points i was able to keep the pc in idle for almost 2 days checking 3/4 times per day. i believed to have solved the problem thinking the culprit wasthe xmp profile, but it started again.

the only thing i did right before the screen started blinking again, was opening chrome, then closing it (and no background process active, in the systray at least, pity me i didn't check the in the task manager) could it be it..? how?

i also tried running windows hardware troubleshooter but i get the error: 0x8000FFFF

all other troubleshootings are working

video of the issue https://www.youtube.com/watch?v=0KDi9EDnYmg

when in use no problems even under stress. i played rise of the tomb rider, almost everything on max except for textures and antialiasing, and i could go on more than 3 hourhs without any issue

could be an hardware problem? i don't think it is the monitor because of the lag and the green screen, but i'm not sure. gpu problem? gpu + monitor problem? or even power supply problem? eco mode on. just windows messed up? i think i'm going to reinstall the whole system. hoping it is a software problem

never had issues till last week

thanks and sorry for the long post...

Try the same setup but with VGA.

important update
Mar 22, 2018 1:49AM PDT

i figured something out! the issue it is triggered when i shut down and power on again the monitor. and only when the amd drivers are loaded (everything is fine in the bios and when i uninstall the drivers) i can solve it rebooting the pc. changing the hdmi cable or disconnecting it wont solve it.

another thing, maybe important: the windows hardware troubleshooter gives me the error 0x8000FFFF only when amd drivers are installed. i tried 4 different versions of the drivers (one older , 2 beta and the current stable) and it is always the same. (monitor blinking after power off and on, and windows troubleshoot error)

if i use the second hdmi port on the gpu while the monitor is blinking, the blinking disappears until i power off and on again the monitor. then i can plug in any of the 2 ports and the blinking occours until reboot (or driver uninstallation)

could it be windows 10 fault?

i need to buy an adapter for vga input, but i have an older machine at my parents house. when i'm able to grab it i'll try moving gpu and monitor to that system.

Have to write no.

Drivers are the responsibility of the makers. I know folk want to blame Microsoft but Microsoft has yet to accept the responsibility for driver creation.

AMD/ATI is well know for driver issues.

All that aside I do encounter folk that forget the usual post Windows install work. For me for a new build it's BIOS update, maybe a BIOS load defaults, reinstall Windows then motherboard drivers, audio, video, LAN, WiFi and apps that the machine requires for control of WiFi and such.

hardware or software? how do i know?
Mar 22, 2018 12:15PM PDT

thanks, i'm just trying to find the root of the problem and i was "blaming" ms because there seemed to be a connection with drivers installed+failure on troubleshoot. also because on another machine with the same windows version and the same drivers (different gpu tho) there is no such problem. so i was thinking that maybe something went wrong with an update or system files. i don't know if it could be the case.

also, what you described is my exact workflow. i'm not an expert but i biult my pc by myself and i follow these steps.

the most important thing to me is to find out what is the problem and fix it if possibile, but most of all, find out if it is a software or hardware problem so i can rma while i'm under the warranty period (and because i'm curios to know that's causing it Happy

How I work that issue.
Mar 22, 2018 12:45PM PDT

I am a bit too seasoned on how to install not only Windows (almost every version) but also the post install work. If I suspect hardware we swap out the suspect part. In some cases we can test our assumption by putting the card in another PC.

But I didn't read exactly what steps you did pre and post Windows install.

I continue to encounter folk deathly afraid of the BIOS update. And this is the time to get that current. Not only that but this is where the Spectre and Meltdown is usually patched.

next steps
Mar 22, 2018 12:53PM PDT

the patch just released for my motherboard and i will apply the firmware update as soon as i can when i'll be back home. i don't know if this could be the reason why something is wrong, but i had another radeon card before. i've always uninstalled drivers with ddu in safe mode or with the ati utility. i'm formatting anyway. and also trying on my old pc with the monitor. i just hope the power supply is enough to power the card.
i also want to try disabling fast boot and check some others power management in the bios. i just really hope it is not a gpu problem because i can't rma at the time (amazon.it does not have cards in stock right now...) that's what i am afraid of.

What is this formatting?

reinstalling
Mar 22, 2018 2:26PM PDT

well, i didn't know about this. i'm learning a lot of things investigating on this problem. so this is it?
http://www.intowindows.com/how-to-install-windows-without-formatting-the-drive/

so if no errors occour while i test the onboard gpu, i'll be sure that those are fine. still, i will not need radeon drivers (the only thing triggering the issue), so i'm already pretty sure i won't have problems (?) i'm trying to understand. and thanks again for helping

That's one idea.
Mar 22, 2018 2:45PM PDT

Here when I want a clean install I just delete the partitions on the target drive and then boot and install Windows. I let Windows take care of the partition and formatting. If we format before install, then we are installing a very old Windows like Windows, 1 through Windows ME.

oh perfect, that's what I meant with "formatting" I've always done it like this, letting the installer take care of that part. I should have said "reinstall" anyway, I hope to fix at least the hardware troubleshooting error. the old pc is ready. maybe tomorrow evening I'll be able to try

updates
Mar 24, 2018 11:15AM PDT

i want to update. maybe you o someone else can understand better what-s happening because i have no idea.

i did a fresh windows install and the issue is still there. i tried connecting the monitor to my old machine with a sapphire radeon r7 260x, and the same drivers, and no issue... sadly the old pc case is too small and i can't test the gpu on it.

but I just put the r7 260x on the new machine (old drivers form windows update 17.1.1 jan 2017) and no issues. put againg the rx580 and for some reasont it started working ok.. kinda...

if i shut down the monitor, sometimes i hear the windows sound of a device being unplugged... powering on again it starts blinking. powering off and on again it goes back to normal. i cannot update the drivers from the radeon software that windows installs, but if i uninstall and install another driver the issue is always there... ***? i'll also try filling a report to amd. i don't know if i'll be listened...

- Collapse -
I'm lost
Mar 24, 2018 11:30AM PDT

also... if I switch windows user it starts again. powering off and on the monitor solves it now...

- Collapse -
The issue followed the card.
Mar 24, 2018 11:36AM PDT

If so it's the card at issue or a procedural one.

When I setup a new PC it gets the latest BIOS then Windows (or another OS) then drivers in the order of motherboard, audio, video, then LAN, WiFi and the rest. Depending on the PC it may get apps to control the machine features.

I find a lot of new builders that resist the BIOS update. NOW is the time while it's in warranty. Even so in over 2 decades I've yet to lose a board on update.

i forgot to say
Mar 24, 2018 11:46AM PDT

thanks for the reply. i forgot to say that i updated the uefi before reinstalling windows. and for some reason the windows troubleshooter started working again. still, e get all these issues. also this. the monitor osd sometimes when i boot shows me this screen (i always ise the supported 75hz)

Way up top didn't I mention to move to VGA?
Mar 24, 2018 12:56PM PDT

HDMI may be locked to 60. Long reasons why.

- Collapse -
I see I did ask that.
Mar 24, 2018 1:08PM PDT

For now set it to 60 until the maker of the display answers what's up. While I know I find folk want to hear it from the makers.
