Windows 10 embedded programs scroll/zoom constantly

Before I say anything, I already checked and verified it's not the mouse or keyboard by switching them out. This only happens with the embedded Windows 10 programs. they scroll down constantly on their own. The calendar, store and some downloaded apps like IHeartRadio just pull the scroll bar to the bottom on their own. The windows photo viewer (The windows 10 one) also constantly zooms in infinitively. It appears to be an issue with the computer thinking the scroll bar is constantly being applied when it isn't, but I'm not sure.

I ran a virus scan, repaired the registry, repaired the root directories with Windows Repair, ran chkdsk, and even unplugged the computer to drain all of the electricity out of it for a few hours. No avail. It's the most bizarre issue I've ever seen with a PC since it ONLY affects windows 10 programs.

in my Win 10 comp and that doesn't happen here, the only time a pic zooms is when I scrolled the mouse wheel .

I'd start with resetting Windows 10, like it was just fresh installed. Start with keeping your own files, but go back to factory settings if necessary and possible. See https://www.asus.com/support/faq/1013064 for some instructions. On your machine it might be slightly different, depending on make, model and history.

If it's still going wrong in factory settings, it's a hardware issue.

Thanks, I suppose that is a last resort, but I would rather keep my installed programs because I have about 100 of them on there. I tried doing a hard reset to repair windows and the computer won't do it. That's why I worry that there is an issue with the root directories that won't be fixed by doing a factory reset.

I found a complete reinstall a good moment to download the latest version of all programs, and to NOT install some programs I didn't need any more. Cleaning up, so to say.
