I used the article at http://www.thewindowsclub.com/windows-10-media-creation-tool-create-installation-media-upgrade and because I needed it to repair another W10 laptop I chose that option.

As you asked about download and not installing which is an entirely different topic, you could get the .iso to any drive of your choice.

Now if you want to install W10, you can do that too. There are numerous articles about dual boots and about Windows To Go. Read from https://www.google.com/#q=windows+to+go+windows+10

Frankly that system is not one I'd go near.

If you are thinking of installing win10 as an OS on the portable drive, the answer is no. However, you could put the win10 .ISO in any place. I have it on dvd and flashdrive.

But you can do that with a Linux distro (Ubuntu, Mint, Kubuntu, Zorin, others) and it can be installed as "read only" to a DVD, or with "persistence changes" on USB, or a full install on any USB connected device including HDD, SD, or other flash memory. If you want an easy transportable OS, then Linux is for you. I keep several distros on different USB flashdrives for travel purposes.
