It's been well discussed how browsers can do this due to "hardware acceleration." The short and long answer is "driver hell." That is, until Microsoft tries again to fix the driver issues in Windows we are left to deal with this like we have since before 2000 (https://en.wikipedia.org/wiki/Windows_Driver_Model ) had to work driver issues like this or disable hardware acceleration in apps that show image issues.
Sorry for the short answer. It's a reason many flee to Linux and Apple or a ChromeBook.
I've been having this issue for a while now and after a lot of asking on the chrome forums have finally narrowed it down to being as a result of Windows 10. Ever since I upgraded to the fall creators update back at the beginning of this year my image generation in Google Chrome seems to be malfunctioning. I kept going through routine updates because it is the creators update and there are bound to be bugs, but update after update and the issue still persists. Here is some information regarding the issue and hopefully someone can give me some insight.

The issue also seems to persist on other programs that are web based for whatever reason. You can see a green tinge on my Atom Text Editor:
It might also be useful to mention that Chrome is set as my primary browser for the OS.
Now, I have three monitors. The strange thing is that on some updates the issue is not visible on my primary monitor. I was able to drag a Chrome window from my primary to secondary monitor and watch the issue appear and disappear. The latest updates have made the issue across all monitors again, though.
This is either an issue with the OS or it's a NVIDIA issue and i'd have to take it there.
