Windows 10 and corupt Outlook 2013 (365)

I managed to install Windows 10 after a long fight but now outlook is permanently stuck in offline mode I have repaired it but that didn't work it seems I can receive emails but not send them
when I click on the online/offline button nothing happens

Check you SMTP server information. I'm having issues with modern Mail App but I read that is a scattered problem. I have my pop account configured and my IMAP (gmail, AOL and Outlook.com) setup in the Modern Mail app.

Outlook Problems

no matter what I try I cannot get Outlook from 365 to work properly after upgrading to Windows 10, I have tried the Microsoft community but although there are a lot of questions regarding W10 I find none of the suggestions work, my problem is that although there was no problem after the upgrade on the 8thI started to get problems with it on Monday 10th I am having trouble receiving but most of all sending them I am locked in offline mode I have tried creating a new profile it downloaded my emails ok but is still stuck in offline mode I am using a POP account, any suggestions

SMTP settings normally are defined in the mail program (as part of the e-mail account settings), not in the OS. Each user of a PC can have multiple e-mail programs with multiple e-mail accounts.

So it makes sense indeed you can't find them in Windows.
