Can be proper.

You find that a lot of free space up to half the drive must be free for it to work well and even then some files will not defragment.

This is proper and not something to fret about.

In addition to Bob's advice.

I always found with Win 95 and Win 98 when this happened to me that I had to run ChkDsk, the "Check Disk for Errors" utility first.
