Whenever posting questions on these forums, please give us as much information about the computer as possible. Give us the operating system, processor speed, amount of RAM installed, the computer brand name (if there is one) and exactly what you're doing when the error occurs. In your case, what "Windows Help" are you clicking on? (Are you clicking on Start-Help, Start-Help and Support, or what? Are you in Internet Explorer when clicking on "Help"? Something else?) Have you tried it while on the internet? The more information you give us, the better informed our answer will be.
