Is it on a second partition of your Win7 hard drive or, as I'd prefer, on a separate hard drive?

If you're created a dual boot option, you'll need to remove the Win8 option from the boot loader. Use msconfig to check for a Win8 line in the "boot" tab. Remove that line if present. Reboot the machine and you should now be able to format the Win8 partition, remove it, or whatever.

System Restore fails in this situation because it does not allow downgrading from one OS to a lower version OS.

The only alternative is to wipe the OS and completely reinstall the other one.

the fact that you give me the impression that you installed Win 8 on the top of Win 7.

No partitions, no dual boot, just plain old "upgrade" from 7 to 8

You have also avoided answering the important questions posed by responders to your question.

Is that what how you installed Win 8?

he'd need to copy out his important data and use his restore media to return to factory OS installation.
