It is possible, the monitor drivers are not the correct ones, hence getting the "Adding New Hardware" upon bootup. You can give the attached link a try and check for the correct drivers. The website is http://www.driversguide.com

Every time I boot up, Win98SE detects new hardware and adds a default monitor to device manager, even though the correct Delta monitor is already in device manager. If I remove it and reboot it comes back. The default monitor causes screen flicker when it is installed. I tried removing it in safe mode as well, but it keeps coming back. Also tried disabling "automatically detect plug & play monitors", no luck.
