Win98 Personal WebManager- How to Register & Host Own WebSite at Home?

Anyone have tips on small/micro-business (1 person) hosting one's own web site using Windows 98 Web Manager software? Or even Windows XP/other OS software to do this?
I can handle the actual html/page design stuff, have a router/ network setup, and can dedicate a pc (an older desktop running Windows9Cool as web server, if needed.... But, what do I do about registering my domain name? To host my own site, do I need to register w/a particular type of service/host that permits this? How do I locate such services?
Any tips on hosting the site?
All input welcome.

I don't know about everyone else but I go to Godaddy.com, register my domains and follow all the directions offered at the site and I find their technical support staff awesome. They are friendly and knowlegable and answer every question to your satisfaction no matter how long it takes so you never feel like the Idiot you think you are.
