My pc config are win 7 32 bit,4 gb ram. It's hp pavillion dv4. Is there any way I can install mac os
i need serious help. I am pursuing a course for which i need xcoode. I cant buy a mac or another machine as i dont have much money.

Apple has been very clear they don't allow Mac OS on non Apple hardware. As such the CNET CBS forums never discuss this.

About the xcode course. Maybe your state, college, work will assist?

you cannot legally. apple is very stingy with their operating system. you can install wndows on their computers but you cannot install apple os on a windows computer. in other words, since they are not making any money if you install an apple os on a non apple branded computer, they wont allow you to do it.
