win10 after showing logo black screen take 2 to 3 mintus to show welcome screen. amd radeon dual graphic card 7400+6310 driver amd site shows it a latest updated driver
any body can help???

After some thousands of posts about slow windows startups, not much has changed. You still must know your PC and pick over what the hardware is, RAM, HDD testing, and startup items.

After thousands of posts it's clear it's never the same thing.

I must agree with this statement. There are so many possible culprits that it is impossible for anyone to give you advice over the internet. The best advice is that you should just start testing one component at the time untill you get the right one.
