Win 98 Laptop

I have a Compaq Armada M300 Laptop with Windows 98 second edition. The computer has no optical drive at all. When I turn the computer on, it shows the COMPAQ logo for a while, then show the Windows 98 screen, then the following message appears: "Cannot find SYSTEM.INI. You need to run Windows Setup again to install the file. Press any key to continue..." When I press any key, the computer just turns off again. What can I do about this?

Tapping F8 at startup and selecting Command Prompt from the menu.

At the C:\ prompt type:

SCANREG /RESTORE (space between G and /)

Press enter, select a date just BEFORE the problem started and reboot when finished.
