You claim you can't download it but then you write you did. Try again without any antivirus suite.

attempting to upgrade to win 8.1 from win 8 pro with media center. unable to accomplish upgrade due to inability to install update KB2871389. 24 other updates installed fine but this one (included in the update download list but never downloaded) cannot be downloaded or installed. downloaded kb2871389 independently and attempt to install failed again. getting constant errors when trying to install this update. did system restore to prior to downloading 24 updates and ran update again with same results. why cant I install this one necessary update? I sure hope the answer isn't going to be go back to square one and reinstall win 8, etc. just to be able to get to win 8/1. This is not working well at all.

thank you for trying to assist. here is some clarification and detail:
windows update listed 25 updates to install but downloaded only 24. it would not download kb2871389.
I subsequently retried windows update and it kept saying there was 1 update to install; it was kb2871389.
After following suggestions on the internet to get around the error codes received trying to install (rename a folder, run some obscure system programs DISM to unload/reload stuff, doing a system restore, attempting multiple windows update of the one update it said was needed but would never download, trying it in safe mode, etc. - 1 error code was 80073712) I finally searched for the way to download the update individually. I saved it and the ran it to install it. the install started then, again, failed to install. hope that clarifies what happens.
I have tried the suggested ideas that the system offers for troubleshooting an inability to install updates, and to resolve the error codes returned trying to install the update. the troubleshooting says it fixes a couple of issues but trying to download and install afterwards still fails.
I am out of ideas. I don't have a separate antivirus running (just the default win defender). I cant believe it would stop the update. .
Thanks for your input. I'm hoping others that may have experienced this have a resolution that doesn't involve reinstalling win 8 from scratch. the objective is to get to win 8.1 and hopefully get past all these issues to get there. It definitely shouldn't be this hard. I'm certainly not going to try to update my other win 8 machines until I can figure out what the problem is here.
thanks for the link. went there and ran the MS fixit. came back with unable to fix install of update but fixed 73712 ERROR and svc registration (whaever???) so I ran stand alone install of update from the file I was able to individually download for the update. it initializes, starts to install then fails.
rebooted, reran fixit.
got same results as previous run (unable to fix update, fixed 73712 error).
detection error in details said 80070057 error abd bits svc already started
(these may or not be misleading)
tan winows update again: download hangs and then fails w/err 73712 again
used the troubleshootr and it says fixed err 73712 and fixed win updt compnents
retried install of update
says no updates needed
selected check for updates and got err 8024a000
then got cant search for new updates
tried again and search seemed to hang
stand alone install again failed as before
went to windows update again and it says 1 updt available but cant download it
back to some updates not installed err 7712

This is a plain vanila win 8 install that has not been used for months (last updates were October until this time to get things up to date and ready for 8.1. nothng fancy and little use. am sure no malware or virus on it yet.
IS THERE A WAY TO GET THERE ATTENTION ON IT?
I've run into similar issues after malware infections and folk that used the other "CLEANERS" and "SYSTEM OPTIMIZERS." Microsoft does not offer much hope for repair of the OS after that. There's not a lot of clues here but the SVC ERROR and that number is what I would research next.

PS. Your plea about Microsoft seems to be what some of us are discussing. That is, the end of the personal computer. Some don't want a PC they can break and tinker with. They want something like the Apple OS or Windows RT.
