Win 7 Internet Explorer not browsing internet webpages ?

I have a dual operating system installed on my Laptop where in the 2nd OS using SAME Windows 7 I am unable to browse the internet using IE ?? Also I pinged the google.com website I got 4 replies perfectly, I changed the internet connection security to lowest level in the internet options and still not working, I want to use the SAME IE browser to access the internet but it works in 1st Win 7 but not in the second? Why? Any help appreciated?

Same Windows 7, that's clear.
- Same service packs and updates?
- Same anti-malware and antivirus?
- Same firewall?
- Same drivers?
- Same settings for everything?

It should work if you copy an image of the working one over the not working one. They really are the same then. At the moment they seem different.
