https://www.google.com/search?q="server+execution+failed" mostly associates it with a specifc program (Windows Media Player or Windows Backup".
There's one hit on the first page (http://www.thewindowsclub.com/fix-explorer-exe-server-execution-failed-on-windows-7) that is about this error in Explorer (Windows Explorer, not Internet Explorer) and links to a Microsoft Fix-it.

But I can't find a case where it happens with ANY program. That would be strange, because most programs don't need a server.

Beste (dear)Kees. Thanks. After checking for virus etc. with Kaspersky, Windows Defender and Super anti spyware, nothing was found. Then I cheched with Super antispyware in Safe mode. Found 2 Troyans. Then I followed your advice. For the moment it looks ok now. Thanks! Groeten (regards)Willem
