But there is some thought the tablets will be locked down like Apple products. We can't know till it ships.

The Windows and Android are the seperate OS platform,so the apps based Android will not be able to run on Windows.

Yeah buddy, Windows 8 computer or laptop can run Android apps and games as well. You just need to help yourself through a software named BlueStacks. http://bluestackstutorial.com/

Sure, one can play Android games as well as Android Apps on Windows 8 tablets but see their is limitation here like Android and Windows environment is very much different and it will be difficult to get it work, like recently I played Clash of Clans on Windows 8 and it turned out to be really horrible experience (It caused my Windows 8 Tablet hanged)

So my simple and humble suggestion is to stay away from Android Emulator as much as possible.
