Will my PC run GTA 4?

I have got this new pc and I want to know if it will run gta 4 at 15-20 fps on any settings level.

Intel Celeron Cpu 3.46GHz 3.47 ghz
2.00GB ram
Windows Vista Sp1
Geforce 9400

if i can't is their some free way without registering or takingany online surveys to improve it.
