My questions is that:
I have a Asus H81-Plus motherboard with a PCIe x16 but i dont know. Is it 3.0 or 2.0?
Will an Asus Phoenix gtx1050ti work on it?

Your x16 slot is 2.0.

It won't much matter as the gpu is backward compatible.

look at the lists , they do indeed tell you that the USB ports are 3.0 ,
also the MB has the 1 x PCIe x16 slot .
