wifi without cable

Hello,

My friend is looking to get internet in his car shop. It has NO cable functionality - no cable outlets, phone outlets, nothing. He can use his phone as a mobile hotspot, but that eats up his data really quickly. Is there any sort of device that will enable him to access the internet without having these resources? I'm thinking a modern-day equivalent of a TV with rabbit ears back when people were choosing to stick with broadcast TV instead of getting cable. Such a thing may not exist, but I thought it was worth asking. Thanks!

set up by the ISP (internet service provider). If there is a cable company in the area they will connect to there connection at the street and add the wiring needed for the connection. They will also rent a modem to connect.
