WIFi Issues

I just finished setting up my WiFi on my Windows XP desktop. Here's the problem. In my area, I only pick up signals of people with locked signals. How would i go about obtaining permission to access there signal?
Have any suggestions?

You ask them for permission. The reason most won't share is that they can be liable for what you download.

Why not use your own internet connection?

Buy your own connection and get a wireless router. Don't be a moocher. What you're trying to do is called Theft of Service.
