Wierd Video Problem

Hello everyone, I have an error that I can't seem to figure out the solution.

The youtube video below shows the error, there is some wierd graphic delay whenever I drag browsers or folders.

Things i've tried so far to try to fix this problem.



*I have replaced my GPU that was overclocked with a brand new 6850

*I have reseated and reapplied Artic Silver for CPU

*I have placed the ram sticks in Slot 1 & Slot 3 instead of Slot 2 & Slot 4









Computer Specs:

CPU: AMD Fx-4100 @ 4.4 Ghz

CPU Cooler: CoolerMaster Hyper 212+

Mobo: ASRock 970 Extreme3

Ram: G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)

GPU: SAPPHIRE Radeon HD 6850 1GB 256-bit GDDR5 PCI Express 2.1 x16 HDCP (Not Overclocked)

HDD: WD Caviar Blue 250gb 7200 SATA 3.0Gb/s 3.5"

PSU: 500w Cooler Master eXtreme Power Plus RS500-PCARD3-US ATX12v v2.3

Case: COOLER MASTER HAF 912 RC-912-KKN1 Black SECC/ ABS Plastic ATX Mid Tower Computer Case

OS: Windows 7 Ultimate 64bit

Issue likely due to your expectations via overclocking. Overclocking will stress hardware parts.

Similar behavior on unclocked stock systems. Why expect no video frame lag on an overclocked system if this issue is present on an unclocked stock system? Your display could be lagging in draw/refresh rate and the rest of the system is fine.

Overclocking will not fix everything. In fact, it can make things worse.

This didn't happen when I didn't overclock my parts
My CPU was overclocked for a couple months no problems.
I then overclocked my GPU and a week or so after this problem happened

Everything has been reset to default and I replaced my GPU with a stock one and this problem still occurs

It does not really matter as it was overclocked

And something could partially fail.

For a test run I always try a LiveCD of any other OS. (see LiveCD on google).

If it's a client I can slip in another HDD to install Windows and basic drivers to see if it's another corrupt OS.

-> If it is a corrupt OS, may God have mercy as repair is never a sure thing.

Update.
I now found out it's not only video lag.
With AERO enabled, there is no shadow trail but whenever i'm browsing the net, my mouse and sound will stutter horribly. My CPU also spikes a lot as you can see from the pic, this is all from just checking my email to looking at youtube.

So far I have replaced my GPU and Motherboard for a replacement.

YOUTUBE is a clue.

Did you try the old usual? (hint? Disable Flash Hardware Acceleration)
