WI-FI without a base computer

Hello..

Want to know if i can set up a wi-fi network without having a computer connected to the access point or router, or at least share an internet connection without a computer connected to the router/access point.
The admin being a laptop for the network...

No computer is connected to Access point.

The access point is connected to the modem.

all wifi capable laptop/desktop then connected via wifi.
