Such is rare and more often a SCAM. Delete those emails.

Hi All,
I help manage the online activities of a local NGO in Somalia. We have accounts on Twitter, Facebook, Youtube, etc.
The Facebook page was created as a standalone page not connected to any personal Facebook user (this detail is important).
I recently got an email from Facebook saying that my account had almost been hacked and that I needed to follow some steps on their site. When I reached there, I was asked to upload either a government ID or a company ID.
Because the page was not connected to a personal account, I uploaded the registration certificate of the organisation and utility bills. This should proof that the page is not a spoof.
However, I got another email from Facebook (screenshot here: https://pbs.twimg.com/media/CDDZuVTUgAAJf1d.jpg ), demanding my ID and claiming that the NGO page had been locked and is not viewable or searchable. Why would Facebook lie about all this, and demand my Photo ID?

see if it's really to facebook. Probably a phishing email from someone not associated with them at all.
Anything that sounds unusual should be ignored. I always ignore such emails or notifications. When I log into my facebook, bank or any other sites that require a log in, and something seems odd (where they may ask additional questions), then I refresh the site or sign in later throughout the day. Its just something I have always been told to do.
