Why won't my graphics card work?

This is my first build and I have everything for my build (except for hard drive) connected together and I managed to already get the whole thing to turn on. But I ran into a problem that I couldn't figure out on my own when my monitor couldn't find my pc. I opened it up to see the only fan not spinning was on my graphics card with a red LED lit up on the card. Im sure this has happened to planty others so there's gotta be a number of solutions I'm missing.
Video Card: RADEON RX 460 2GB 1220M DP HDMI DVI
Power Supply: CORSAIR CX550M
Motherboard: MSI B150M BAZOOKA
Hard Drive: WESTERN DIGITAL CAVIAR BLUE 1TB 3.5 7200 RPM INTERNAL HARD DRIVE
Memory: CRUCIAL 8GB DDR4-2133 MEMORY
CPU: INTEL PENTIUM G4400 3.3GHz DUAL-CORE PROCESSOR
Case: COMRADE ATX MID TOWER CASE

AGP instability can cause crashes, hangs, stutters, and video data corruption.

Use google and search around for it.

If no luck contact the maker of your card and ask them what the led means.

Also ask if there is a manual for the card.

The CPU and board has graphics. The advice is always "make it smaller." We don't need a case either, just CPU+HSF, motherboard, one stick of RAM and PSU to get video up.
