Why won't my laptop restart?

First of all, I'll tell you what I've got:
Trust 100-v2 wireless tablet
Compaq Evo N410
Intel Pentium 3 Processor
Microsoft Windows XP
Compaq Easy Access buttons
Compaq Docking Station
Cable and Wireless 11g ADSL Router (Plugged in via. ethernet and sometimes wireless).
BT Voyager 1060 (Wireless Card)
256MB Ram.

I can shut down my laptop, but can't restart it.

It seems to be frozen on the "Windows is shutting down" screen (But the cursor can still move).

What do you think is the problem and how can I fix it?

A Suggestion

Please could someone else could verify if the below is safe to use?
I had a simular problem with my Laptop using Windows ME and in my desperation I removed and then replaced the battery and then afterwards the Laptop started up OK

It appears that you have no "Startup" programming coming up in your Laptop because it has held over some programming within it's data bank?

By removing the Laptop's main supply battery and replacing same [disconecting the power supply] will "Reset" the computer's programming for you!

I have no received any computer problems after by doing same with my laptop

You really haven't listed what you've tried to fix the problem but eliminating the unnecessary start up programs and services, plus removing allthe junk files will help. Please click on the link below and follow ALL of the procedures listed.. It will take a while to follow all the steps, but it should help.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
