The wall wart does have a second or more of power so you'll have to cut power for long enough for it to use that up.
If it fails to restart even when given enough time, then it's time to swap it for some other model that does what you want. (almost any other model!)

I have a Linksys Router WRT160Nv3 at a remote location (not in network). Operating sys: Vista Home. Router restarts when I unplug it from the back of the router but not when I unplug it from the wall. I want to be able to restart it by using a timer. Is there any reason why it will only restart by unplugging it on back of router but not from the wall?
