Why no CBS All Access app on Samsung?

Beside Android, iOS, Amazon Kindle, and Windows 10, according to their website these are the devices, that can access CBS All Access:
Apple TV
Roku
Chromecast
Android TV
Fire TV
Xbox 360
Xbox One

You may want to ask them directly on why they don't support have the app available on Samsung assuming you are referring to Samsung TVs specifically. Here is the customer service form:

App availability depends on the app developers, Samsung only owns the platform. It would be up to CBS to develop an app for the Smart TV.

OK, so even though there is an app for ROKU and probably firestick etc., unless CBS makes an app specifically for Samsung, it wont exist?

Is that how the circle/process works?

If so it us unimaginable that CBS has chosen not to have an app for what has to be about HALF the TV's in America.

Not possible in my mind.
