why my pc isn't booting and power LEDs not glowing?

Everything was fine until yesterday afternoon when the pc got off without even touching or removing any wire. Then i tried to reboot again by pressing power button but that didn't work at that moment. But the pc managed to turn itself on after sometime of pressing the button . Then i completed and saved my works and shut it down but then i noticed that the fans are spinning even after shut down and the LED (only HDD LED) was on.
Then i opened the side case and cleaned my cpu's heatsink and put it back in.Now pc isn't booting . But mobo's green light is glowing and also all the fans (cpu & case fans) are all the time spinning and only go off when i pull off the power cable . Main problem is yesterday it was booting bu today it is not booting and when i press the power button nothing hapens. Monitor goes on for just a second and then goes off. Fans are revolving always

Any suggestions will be appreciated
