1. Run less programs at start-up.
2. Reinstall the OS, back to factory conditions. That's the fastest the current hardware can do.
3. Buy faster hardware (or more RAM).

I took a 2008 HP dv9000t with 2GB RAM, and took the Windows 10 upgrade. It wasn't that fast so I changed out the HDD to a SSD. The time from power on to getting to the CNET home page is ... 33 seconds.
