Samsung and other SmartTV makers have a big issue in the long run as to keeping their services up and unblocked by ISPs as well as setup issues in folk's home networks.
The "No service is available" can but caused by our home network, ISP or Samsung. The message is not telling us where the issue is.
In the USA I call 1800SAMSUNG to begin troubleshooting.

I can't download apps!
TV was manufactured in March of 2014, when I click on the smart hub it just has the web browser. There's an app section and a photos section. It says:
"Select here for log in
If you need log in to use apps, enter in here"
When I clicked on it it said
" Link Service Account
If you link your Samsung account, you can access them on your TV without having to sign in again.
No service is available."
Please help!
