Why is my PC Stuttering?

Hi, i'm having constant stutters during my gameplay of League of Legends, a rather light game for my Specs:

It's seems to happen randomly, i don't know whats causing it, it shouldn't, right? since my hardware is way better than what Lol demands... =x

Ok, done, but this seems to help with random lags right? i'm having stutters, my ping is low, not spiking, fps also stable, but sometimes it just stutters...

But if we get too deep into each area we are not progressing to what is up. This setting can not only affect internet speed but can cause odd stuttering. Since this is now done, I'll re-read the Speccy.

1. CPU heat. It's too high for non-gaming use. Be sure to do your long term cleaning and re-test. Heatsinks must be clear and fans working like new. If that doesn't bring it down then replace the heatsink compound.

2. I won't guess if there is something else going on like over volting or over clocking from this report. You must reveal this.

3. Why is CMD running?

4. I see a mouse system that can create issues. That is, some push the polling rate up and get into trouble. Use stock settings.

1 - Oh, i did not know that cpu was overheating, i'm gonna buy some cooler to deal with it, maybe water cooler, do you think that will solve?

2 - I didn't change the voltages or overclocked anything

3 - No idea...

4 - You mean Razer Sinapse? but the i will lose controle over my mouse settings

1. I didn't read you did your work yet. Why buy stuff when we have the usual to get done?

2. For now, done.

3. Find out why. With all those infections we see today when I see this, I ask. If the client doesn't know we do more research but this being on a forum, you have to do the work.

4. Didn't ask to remove such. Only that going up in polling rate can cause issues.

1. Ok, cleaned all the fans, processor box fan was quite dusty, now the temp has lowered a bit, when idle or just browsing it's around 70ºC, but any stress like opening a program send's it right back to 95ºC almost instantly...

3. I don't know how can i do this? where and what do i search for to solve this?

4. Ok, polling rate was 500hz i've set it to 125hz now.
