Answer
The clue is the new install of Windows.

It's far from done most of the time. Not only the video driver but all the others. Think back to your first install. Get out your notes on your PC (all PCs tend to be different enough that no one can write how to do this exactly.)

I have a generic recipe for Windows installs.
Apr 8, 2014 1:41AM PDT

1. Wipe drive clean.
2. Set BIOS as I want it. Note I try to take the defaults as this avoids problems later.
2. Boot the Windows CD/DVD and install
3. Install drivers in this order
a. Motherboard chipset.
b. Sound.
c. Network
d. Video
e. Others

4. Install any "helper" apps like Intel's RST and such next. Something new to old builders here. It used to be we only had drivers to worry about. Today we have helper apps that do a lot more such as Intel's RST, wifi and other controls.

Item 4 can really wipe folk out as they write they installed the WiFi driver but it doesn't work. Well, without the helper app to turn on the WiFi it won't work. Many have learned this after losing a few weeks trying to find the right driver.

-> Now when it comes to laptops, the install is so involved that I advise to use the factory issued OS. Those that must do a clean install should not expect much help today. I know that sounds horrible but it's gotten too complex.

I don't think the BIOS has anything to do with the resolution Windows decides to use if you boot.

But if you think it does, find out what key to press to enter the BIOS setup (that might be in the manual, or it's shown on the screen, something like "Press del to enter setup" and find something like "reset to defaults".
