Why is my new $1200 pc having trouble running YOUTUBE?

I have a 1070, the best i5 (im pissed at myself for not getting i7), 16gb ram, 2 tb storage, 240 gb ssd. Was working fine for a month now it sucks. Could it be because my ssd is half full and my 2 tb is 75% full? Thanks for the help!

Not my internet. Task manager says PC is using all 16GB of RAM. How to fix this?

And Windows uses it all. Youtube plays great, even on my 4GB Sony Vaio.

With your comment about not your internet I take it you share or get the internet from the landlord. That's going to be a problem.

As it stands I don't think it's your PC.

Not the internet, the PC is using all the RAM in background.

Read before responding. It's not the internet, I have great internet that I pay for. I have my own house. Don't assume things. I asked how can I fix this.
