Why is my DSL connection so FAST!? Yikes 40000kps +

I ran the CNET speed test on my 3.3Mps DSL line. I get lousy 500kps and up to 2000 through the Belkin router. The modem shows 3363kps. I retest and BAM! INFINITY! and it is FAST. I clicked on several links to open in new tabs; bing bing bing bing bing open open open WOW! What and how is this happening? Anyone want to go over this with me?
Ooops retest, "down to 40300!" gee that sux.
Retest, Infinity again. Sweet.

you only tested the speed of your Temporary Internet Files folder on the hard disk?

the speed that new links opened up was dramatic though. I clicked on 5 fresh links on Bloomberg.com and they opened in new tabs instantly.
I'll review it though.

clicking "back" doesn't give me high readings now

I get a different result every time i run the test. It tends to be around 1100. I haven't been able to get those high speeds again. Waaa. Where? How? to get them back.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
