Why is Internet Explorer being blocked from loading

I have Windows Vista Business 32bit, when I click on my E to load Internet Explorer it comes up with: Internet Explorer has stopped working and another message: Problem with webpage; https://downloads.yahoo.com/us/internetexplorer/download_blocked_windows internet explorer provided by yahoo!
What is going on? I was able to right click on the E and run as administrator and bring it up but I had to reload tools, when I end my session then restart computer it won't reload again.

Try RESETTING IE.

try deleting your temporary internet files and cookies, try resetting the browser to default. If you have any addons try disabling them to see if one of them is causing the problem.

I've already done these things and still it doesn't stay. Again this morning it wouldn't come up and I had to use the Run as Administrator to get it to come on. Any more suggestions?
