Question

Why is administrative tools not showing?

When clicking administrative tools in control panel it says location not available. The other icons in control panel work. Did it get moved or can it be added back in? Thanks

Clarification Request
I think I know this one.

Not the fix but a cause. I got a call about something "like this" but the error message you gave looks incomplete. Th client had used a pc optimizer with registry cleaning. So in the end we reinstalled the OS because it was so deeply damaged.

But the error message looks incomplete. Try this on google to see if it has prior discussions.
