I thought that the only ones with windows were the bosses. Don't most civil servants work in cubicles? I have this vision of little cubicles (a la Dilbert) with big stacks of papers, long lines at the water cooler, answering machines on telephones that have the ringers turned off, and wallpaper with catchy slogans like 'You want it WHEN?'
Why don't civil servants spend the morning looking out the window?
Because they won't have anything to do in the afternoon.
