Why don't all photos on iPhone 4s go into my Photo Stream?

Often when I take photos with the iPhone some of the photos do not get to the Photo Stream. For example, I took 12 pictures in the same location within an hour (but not in rapid succession). The first 5 are in the Camera Roll and Photo Stream. The next 7 are only in the Camera Roll. I did not change any settings. This happens frequently and happened before and after the most recent update. iPhone 4s.

I know this is an old thread, but did you ever resolve this issue? I've been having the same problem for months, and have wasted a ton of time searching for an answer and have yet to find one.

Camera app must be closed

Also, AFAIK you need to be on wifi, and battery life must be ample. See the Apple site:

I will try closing the camera app between pics. I was in an area with weak wifi, but if that were the problem, I think none of the pics would have transferred.

I will watch the battery charge, I know photos and uploading can use it up fast.

If wifi and battery life were the issue, wouldn't the pics transfer to photo stream when those two issues were cleared up; such as when I come home to wifi and an electrical outlet?
